Which one you want

Two questions decide it: is the scope settled, and do you want to own the backlog?

Rate cards and notice periods are issued with the proposal and form part of the signed agreement. Minimum terms are the shortest we will contract, not a default.

Time & materials when discovery is still live: you pay for effort actually spent, under a ceiling agreed in advance, and you can change direction without renegotiating the contract.
